Marquis Hill. Small gesture but It means alot to the players. as everyone who spoke to the media today said so.

This is why Players such as Moss are willing to take less money for a chance to Play for a class organization that will give them a chance to win.

Patriots are in Passing camp and Moss and Adalius thomas are both there.

Five final observations from today’s passing camp at Gillette Stadium:

  • 1) Adalius Thomas on the move. The Patriots’ big free-agent signing has been advertised as a versatile player who can line up at various positions. This was evident in one of the team’s final sets of drills in 11 on 11 work, as Thomas moved from inside linebacker, to playing with his hand on the ground as a down lineman/rusher, to backpedaling in pass coverage. Thomas spent much of the practice lining up at inside linebacker.
  • 2) Tom Brady in command. As one would expect, when Brady is running a drill, there is no question as to who is in charge. While it’s the offseason, players weren’t in pads, and it was only a small snapshot of a much larger picture, Brady looks as sharp as ever.
  • 3) Randy Moss in focus. It was interesting to watch Moss developing a rapport with Tom Brady and Co. in the passing game. Moss worked as an outside receiver, and showed a part of his competitive side when slipping on the wet field during drills in which there was no defense. He pounded the ground in frustration and shouted. In 11 on 11 drills, Moss caught one touchdown pass down the left sideline from Tom Brady (Tory James in one-on-one coverage) but shortly before that play, he couldn’t corral a long pass down the right sideline from Matt Cassel (cornerback Mike Richardson in coverage, with help from safety Rashad Baker). On the latter play, Moss was knocked to the ground by accident as Baker closed in and couldn’t pull up in time.
  • 4) Interceptions. Second-year defensive back Willie Andrews and 11-year veteran defensive back Chad Scott both intercepted Matt Cassel in 11 on 11 drills near the end of practice. Andrews, playing safety, showed solid instincts to gather in the interception after the ball was tipped on a throw behind Kelley Washington.
  • 5) Media interest. For perspective on the interest the Patriots are generating among the media, consider that 50 members of the media were granted credentials for this passing camp. A crew from ESPN and the NFL Network were among the crowd.

    Frank Introduces Internet Gambling Regulation and Enforcement Act of 2007




    Washington, DC - Rep. Barney Frank (D-MA) today introduced H.R. 2046, the Internet Gambling Regulation and Enforcement Act of 2007 that would create an exemption to the ban on online gambling for properly licensed operators, allowing Americans to lawfully bet online.

    The Act establishes a federal regulatory and enforcement framework to license companies to accept bets and wagers online from individuals in the U.S., to the extent permitted by individual states, Indian tribes and sport leagues. All such licenses would include protections against underage gambling, compulsive gambling, money laundering and fraud.

    “The existing legislation is an inappropriate interference on the personal freedom of Americans and this interference should be undone,” said. Rep. Frank.

    In 2006, the House passed the Unlawful Internet Gambling Enforcement Act, restricting the handling of payments by U.S. financial institutions for unlawful forms of Internet gambling. That law prohibits the use of payment instruments by such institutions to handle the processing of any form of Internet gambling that is illegal under U.S. federal or state law.

    Traditional forms of legalized gambling already exist in nearly every state. By continuing to prohibit Internet gambling in the U.S., the U.S. has left Americans who choose to gamble online without meaningful consumer protections. The proposed legislation would institute practical and enforceable standards to bring transparency to Internet gambling and provide consumers the protections they expect and deserve.

    The Financial Services Committee will hold a hearing entitled, “Can Internet gambling be regulated to protect consumers and the payments system?” at a date to be determined in June, 2007.

    Q&A About the Internet Gambling Regulation and Enforcement Act of 2007:

    LICENSE REQUIREMENTS

    How will the government ensure that the proper consumer protections are put in place?

    No applicant would receive a license unless the following requirements with respect to any Internet bet or wager, at a minimum, are met:

    • Safeguards to ensure the individual placing the bet or wager is 18 years of age or older

    • Safeguards to combat fraud and money laundering and compulsive gambling

    • Mechanisms to ensure all appropriate taxes and fees are collected from individuals and the licensees

    • Safeguards to ensure that the individual placing the bet or wager is physically located in a jurisdiction that permits that form of Internet gambling

    What safeguards would be implemented to ensure that licenses are granted only to qualified Internet gambling operators?

    Applicants for a license would be required to provide comprehensive financial statements and corporate structure documents, and to agree to be subject to U.S. jurisdiction and all applicable laws related to Internet gambling. No license would be granted to any applicant convicted of a criminal violation of any law relating to gambling, money laundering, fraud or other financial laws. Licensing would be handled by the U.S. Treasury through its anti-money laundering agency, the Financial Crimes Enforcement Network (FinCEN).

    CONSUMER SAFETY

    How does the bill protect consumers?

    The framework set forth in the bill would for the first time effectively regulate Internet gambling, thus making it possible to address underage and compulsive gambling, neither of which are prevented under prohibition regimes. Regulation combined with proven technology would establish a system of effective controls to block children and compulsive gamblers from gambling.

    How can restrictions against underage Internet gambling be enforced?

    Existing technology can enforce requirements that licensed Internet gambling operators restrict minors’ access to Internet gambling. For example, when registering at a gambling site, the customer would be required to provide a range of information including name, address, date of birth, telephone number and details of an identity document, such as a driver’s license or social security number. This information would then be passed on to the Payment Service Provider (PSP) and run through the Know Your Customer (KYC) system to confirm that the data being provided matches against several separate sources of information and is in fact accurate. The operators may also have KYC systems in place.

    Operators could also request a physical copy of documentation, such as a utility bill and/or a copy of the customer’s identity document, for further verification.

    Is it possible to identify and enforce restrictions on compulsive gambling?

    There are a number of techniques that can be used, from systems that limit the total amount of funds that may be wagered based on credit limits, to the use of public databases that include details used to identify persons who have chosen to exclude themselves from online gambling. Customers could be added to this list at their own request.

    Additionally, limits can be placed on the number of transactions a customer can put through on a daily, weekly and monthly basis, by the operator acting alone, by the credit card company, by the PSP, or by all three. In the event that an unusual spending pattern is noticed, these transactions could automatically be put on hold for further investigation.

    FINANCIAL INTEGRITY OF INTERNET GAMBLING TRANSACTIONS

    How will a license and regulation framework protect against money laundering and fraud?

    Funds entering a gambling operator’s system are already resident in the banking network somewhere. That is, the funds have previously been deposited into a bank account at some stage, subjected to stringent KYC requirements, and which greatly increases the traceability of any funds entering the system. All transactions can also be checked at the time of authorization against a number of anti-fraud, money laundering and terrorism databases.

    What additional security measures could be put in place to protect the consumer from merchant fraud?
    Payment Service Providers could set-up escrow accounts for each licensee in which money is set aside for a period of time to ensure that when a financial transaction is successfully contested the operator immediately refunds the consumer. Therefore, any claim regarding the use of an unauthorized credit card could automatically result in a full repayment to the principal credit card holder.

    STATES AND INDIAN TRIBES

    Would individual states and Indian tribes have the option to opt-out of legalized Internet gambling?

    To protect States’ and Indian tribes’ rights to control gambling activities within their respective geographic borders, the Act permits States and Indian tribes either to prohibit Internet gambling activities or impose limits on various types of Internet gambling activities.

    Is it possible for restrictions to be enforced if individual states decide to “opt-out” from permitting persons in their states from Internet gambling?

    Yes. In using the Internet, a customer’s IP address is broadcast to the operator, which can then be used to identify the state in which a customer resides with a 99 percent level of accuracy. This information is also made available and compared to the customer’s registration information. In the event the information differs, the transaction is not approved and the customer is prevented from engaging in Internet gambling.

    SPORTS BETTING

    If professional sports leagues and college associations decide to opt-out from allowing bets and wagers on their sporting activities, could that be enforced?

    Yes. Under the proposed legislation, all licensed Internet gambling operators would be prohibited from accepting bets or wagers on sports leagues or associations that have opted-out. In the event of a violation, the operator’s license could be withdrawn and the operator may be prohibited from applying for a new license. As part of its contract with the Internet gambling operator, the PSP would be required to enforce these requirements throughout the collection and payment process.

    Neteller Funds Seized by FBI

    Neteller has had $55 Million in Funds seized by the FBI. These funds are payment processes in transit to and from the US. Authorities are saying the funds are “frozen”.

    “As a result of the restrictions placed by third parties, court-ordered seizures, and related legal concerns, the group is currently unable to make payments to U.S. customers,” Neteller said in a statement.

    “The amount of funds seized by the USA or otherwise restricted by third parties does not exceed US$55 million (euro42 million),” it added. The FBI has also hired a forensic accounting firm to compile a list of US customers who have had Neteller Transactions. Neteller has apparently said it will co-operate.

    Most internet poker players already know the 2 founders were arrested in the US and are each facing 20 year racketeering charges, and US Operations were suspended last month. Neteller lost upwards of 65% of its business due to New Anti Gambling Legislation which was “porked” into law in October of the coattails of the port security bill. George W. Bush signed the bill on October 14th making it US law. Neteller is based in the Isle of Man, traded on the Britain Exchange, and was the favorite payment processor for Internet Poker.


    Now here was a statement from Netteller.


    NETELLER Works to Return Funds to US Customers After US Withdrawal

    NETELLER Plc (LSE: NLR), the leading global independent online money transfer
    business, today issued the following update with regard to its US business and
    criminal charges against two of its founders.

    On 19 January 2007, at the request of the Group, the Group’s legal advisers met
    with representatives of the United States Attorney’s Office for the Southern
    District of New York (”USAO”) to clarify the Group’s position with respect to
    the complaints brought on 16 January 2007 against two of the Group’s founders,
    Mr. Stephen Lawrence and Mr. John Lefebvre. Neither are current employees or
    directors of NETELLER. In that meeting, the Group pledged to cooperate with the
    USAO, indicated it was prepared to begin document production promptly and
    discussed a potential mechanism for arranging an orderly repayment of funds to
    US customers.

    The discussions between the Group’s legal advisers and the USAO are ongoing. The
    Group is, under advice of its legal advisers, commencing production of documents
    and intends to cooperate with the USAO in its investigation.

    Following upon the complaints dated 16 January 2007, banks in the US began
    declining to permit transactions involving the Group through accounts maintained
    at one or more automated clearinghouses in the United States. Additionally, the
    Group has been advised that the USAO has obtained court-ordered seizure warrants
    seizing funds pertaining to the Group’s transactions. To the best of the Group’s
    knowledge, it believes that the amount of funds seized by the USAO or otherwise
    restricted by third parties does not exceed US $55 million. These funds were
    largely in the process of being transferred from the Group to its US customers
    or vice versa.

    As a result of the restrictions placed by third parties, court-ordered seizures,
    and related legal concerns, the Group is currently unable to make payments to US
    customers. Nevertheless, the Group is in discussions with the USAO to manage an
    orderly return of funds to US customers. As part of these discussions, it is
    contemplated that the USAO will engage a forensic accounting firm, at the
    Group’s expense, to assist in this process and to examine the Group’s financial
    position. “The return of funds to our US customers is a top priority for
    NETELLER” said Ron Martin, Group President and CEO. US customers wishing to
    withdraw funds from their NETELLER e-wallet accounts will experience ongoing
    delays while these discussions continue, and a further update will be provided
    by the Group once effective repayment mechanisms are determined.

    To the Group’s knowledge, no criminal action or proceeding has been brought
    against the Group, its current officers or directors by the USAO. Nevertheless,
    there can be no assurance that the Group will not be charged in a criminal
    action at some subsequent time. The Group intends to work with the USAO to seek
    a negotiated resolution of any allegations relating to its US activities. Any
    resolution of this matter may lead to potential sanctions against the Group
    including material financial penalties, fines and forfeitures.

    It is emphasized that in line with the Group’s standard business practices for
    all customers, funds held by the Group for US customers are held in segregated
    trust accounts. The Group’s own cash position remains strong and the Group
    currently has sufficient working capital to fund all its customers’ balances as
    well as ongoing requirements of the business.

    NETELLER remains committed to developing its business in line with its stated
    strategic objectives including geographical and product diversification for all
    markets. The Group will focus on its continuing business and the opportunities
    available in the growing markets of Europe, Asia and the Americas outside of the
    United States. Since the Group’s withdrawal from the US market on 18 January
    2007, average daily new account sign-ups of new customers from non-US markets
    has been around 1,400. This compares to average daily sign ups of 3,303 for the
    year to 31 December 2006. Daily fee revenue since 18 January 2007 has averaged
    over US$ 200,000 per day (excluding any revenues from Netbanx, 1-Pay and
    interest income). These metrics demonstrate the resilience of the Group’s
    ongoing business. NETELLER customers not resident in the US continue to be
    minimally affected by this withdrawal from the US market.

    In view of the continuing uncertainty, the Group’s shares will continue to be
    suspended from trading on AIM for the time being. Further announcements will be
    made as appropriate.


    So Let’s all Hope and Pray That people actually see their Funds. I don’t Understand how the U.S. Goverment can steal the money unless they can prove that it actually came from Gambling
    and Not Legit Activities, But that is what Lawyers are for.
